Özet
Osmanlı İmparatorluğu'nda Tanzimat reformları sonrasında, istatistik verilerin toplanması ve değerlendirilmesi daha sistematik hale geldi. 1873 yılında kurulan Defterhane, Osmanlı İmparatorluğu'nda istatistik faaliyeti yürüten ilk kurumdu. Tarımsal istatistiklerin derlenmesine 1889 yılında başlandı, ancak yerel memurların kullanılması maliyet açısından daha uygun bulundu. Maarif istatistikleri için de benzer bir yöntem izlendi, ancak başlangıçta taşradan doğru bilgi alınamadı. 1894-1895 ders yılına ait eğitim istatistikleri yayınlandı, ancak güvenilirlikleri tartışmalıydı. Güvenilir verilere ulaşabilmek için 1912-1913 ders yılına kadar beklemek gerekti. 1. Dünya Savaşı öncesinde yayınlanan 1912-1913 ve 1913-1914 ders yıllarına ait eğitim istatistikleri, olumsuz koşullar altında hazırlandı ve 1. Dünya Savaşı nedeniyle İhsaiyat Mecmuası'nın yayınlanmasına ara verildi. Cumhuriyet döneminde ise Maarif Vekâleti, 1926'ya kadar Devlet İstatistik Enstitüsü'nün kurulmasına kadar yıllık eğitim-öğretim dönemlerini içeren İhsaiyat Mecmuaları yayınladı. Bu mecmualardan 1924-1925 Ders Senesi İhsaiyat Mecmûası, bu çalışmanın odak noktasını oluşturur.
Maarif Vekâleti, 1924-1925 ders yılına ait İhsaiyat Mecmuası'nda, dönemin eğitim ve öğretim faaliyetlerine dair detaylı istatistiksel verilere yer verilmiştir. Bu mecmua, Osmanlı İmparatorluğu'nun son dönemlerinde ve Türkiye'nin erken Cumhuriyet döneminde eğitim alanındaki gelişmeleri incelemek ve kayıt altına almak amacıyla hazırlanmıştır. Mecmuada, okulların öğrenci sayıları, öğretmenlerin durumu, müfredat ve diğer eğitimle ilgili konularla ilgili istatistiksel verilere yer verilmiştir. Bu veriler, dönemin eğitim politikaları ve uygulamaları hakkında önemli bilgiler sunar.
After the Tanzimat reforms in the Ottoman Empire, the collection and evaluation of statistical data became more systematic. Founded in 1873, Defterhane was the first institution to carry out statistical activities in the Ottoman Empire. Compilation of agricultural statistics began in 1889, but it was found more cost-effective to use local officials. A similar method was followed for education statistics, but initially accurate information could not be obtained from the provinces. Educational statistics for the 1894-1895 academic year were published, but their reliability was questionable. It was necessary to wait until the 1912-1913 academic year to obtain reliable data. Education statistics for the 1912-1913 and 1913-1914 academic years, published before World War I, were prepared under adverse conditions and the publication of İhsaiyat Magazines was suspended due to World War I. During the Republic period, the Ministry of Education published İhsaiyat Magazines covering annual academic periods until 1926, when the State Institute of Statistics was established. Among these magazines, 1924-1925 Academic Year İhsaiyat Magazine constitutes the focus of this study. Detailed statistical data about the education and training activities of the period were included in the Maarif Vekaleti's İhsaiyat Magazine of the 1924-1925 academic year. This magazine has been prepared to examine and record the developments in the field of education in the last periods of the Ottoman Empire and the early Republic period of Turkey. The magazine includes statistical data on the number of students in schools, the status of teachers, curriculum and other education-related issues. These data provide important information about the educational policies and practices of the period.
