Özet
Arz-ı Hâl, Ziyâ Paşa’nın 19. yüzyılın ikinci yarısında zor günler
geçiren Osmanlı Devleti’nde idari ve mali ıslahatlar yapılması için öneri
ve düşüncelerini ortaya koyduğu eseridir. Genellikle “padişaha sunulan
bir dilekçe” olarak tanıtılan eserde Ziyâ Paşa’nın kısa bir biyografisi ve
yıkılmaya doğru giden bir ülkenin yıkılışını önlemek maksadıyla yaptığı
sosyal, siyasal ve ekonomik alanlara ilişkin öneri ve düşünceleri
bulunmaktadır. Arz-ı Hâl, Sultan Abdülaziz’in Avrupa seyahati sırasında
kendisine Londra’da 1867 yılında takdim edilmiş ve şairin ölümünden
sonra müstakil bir eser olarak bastırılmıştır. Ziyâ Paşa’nın devlet
tecrübelerinin büyük bir ustalıkla yansıtıldığı bu eser, yer yer
siyasetnâme özelliklerine sahip olup 72 sayfadan müteşekkildir. Eser, ilk
olarak İkinci Meşrutiyet’in ilanından birkaç yıl sonra yayımlanmıştır.
Arz-ı Hâl üzerinde bugüne kadar detaylı bir araştırma yapılmadığı
gerekçesiyle yazılan bu makalede, eserin içerik, dil ve üslup özellikleri
değerlendirilmiştir. Çalışmamızın, Ziyâ Paşa hakkındaki bazı yanlış
kanaatleri değiştireceğini düşünmekteyiz.
Arz-ı Hâl is the work of Ziyâ Paşa where he expresses his suggestions and opinions for administrative and financial innovations to be done in Ottoman Empire that had difficult times at the second half of 19th century. The work which is usually introduced as “a petition presented to the Sultan” has a short biography of Ziyâ Paşa and the suggestions and opinions related to social, political and economic fields in order to stop the fall of the Empire. The work is presented to Sultan Abdulaziz during a journey of him to Europe in London in 1867 and has been published as an independent piece after the death of the poet. The work which reflects the state experience of Ziyâ Paşa skillfully has a feature of a politics book renovation in some parts and consists of 72 pages. The work is firstly published a few years after the Second Constitutionalism of Ottoman Empire. In our essay, written for the reason that there is no detailed study about Arz-ı Hâl until today, the work’s content, language and style features are handled. We think this paper will change some inaccurate thoughts about Ziyâ Paşa and his works.
