Özet
XIX. yüzyılda sanayi inkılâbı sonucunda ortaya çıkan buhar gücünün
gemilere uygulanması ile dünyanın kaderini etkileyen ticari, sosyal ve siyasi
hareketlilik geniş Osmanlı coğrafyasını da etkilemiştir. 1838 tarihli
Osmanlı-İngiliz Ticaret Sözleşmesi’nin getirdiği imtiyazların bir sonucu
olarak Osmanlı idaresindeki önemli şehirlerde İngiliz konsoloslukları
açılmıştır. Konsolosluklar kendi vatandaşları ve hükümetleri için faydalı
olacaklarına inandıkları görev alanlarındaki yer ve halka ait ticari, sosyal
ve siyasi değeri olan bütün bilgileri başkentlerine aktarmıştır.
Bu çalışmada Van’da İngiliz Konsolos Yardımcısı ve Askerî Ataşe olarak
görev yapmış olan Bertram Dickson tarafından Taşnak Cemiyeti’nin
faaliyetleri hakkında kaleme alınan rapor değerlendirilmektedir. Mevcut
raporu önemli kılan özellik ise II. Meşrutiyet’in ilânı öncesi ve sonrası
bölgedeki gelişmeleri Taşnak Cemiyeti üzerinden değerlendirmesidir.
Raporda; devrimci bir örgüt olarak nitelendirilen cemiyetin anayasanın
tekrar yürürlüğe girmesinden sonraki politikalarına; kuruluş amacı ve
finans kaynaklarına; ideolojisi ve coğrafyasına; “Büyük Ermenistan
idealine”, Kürtlere bakışına; Van vilâyetinde yaşayan Ermeniler üzerindeki
etkilerine; Hınçak Cemiyetinin gücünü kaybetmeye başlamasına ve Taşnak’ın önem kazanmasına; Rus Hükümeti ile ilişkileri ve Kafkasya’daki
faaliyetlerine; Jön Türkler ile ilişkilerine ve Avrupalı güçlerin yardımlarına
yer verilmiştir.
The commercial, social and political activity which came after the use of steam power in ships as a result of the Industrial Revolution of the 19th century also had influence on vast Ottoman geography. As a result of concessions granted after the Ottoman-British Trade Agreement signed in 1838, the British established consulates in prominent cities under the Ottoman rule. Within their areas of responsibility, these consulates transferred all information of commercial, social and political value that they believed would serve their people’s and government’s interests. This study evaluates a report written by the British Deputy Vice- Consul and Military Attaché in Van, Bertram Dickson, which is about the activities of the Dashnak Association. What makes this report important is that it evaluates the regional developments that took place in the before and aftermath of the Second Constitutional Period’s declaration in terms of the Dashnak Association. The study discusses following topics: policies adopted by the association which was considered as a revolutionary organization, following the re-enforcement of the constitution and; their influence on the Armenians living in Van; how the Dashnak gained importance after the Hunchak began to lose its popularity; their purpose of founding and sources of income; their activities in the Caucasus and their relationship with the Russian government; their relationships with Young Turks; the ideal of Great Armenia” and their ideology and geography; their perspective about the Kurds and the European support to the association.
