Özet
Bu çalışmada II-VI. Yasama dönemlerinde Urfa Milletvekili olarak TBMM’de görev yapan
Mehmet Refet (Ülgen) Bey’in biyografisi ve II. Yasama Dönemi meclis çalışmalarına katkısını
ortaya çıkarmak amaçlanmıştır. II. Yasama Dönemi, Türk devrim tarihi içerisinde özel bir yere
sahiptir. Cumhuriyetin fikri temellerinin atılması ve kurumsallaştırılması genel olarak bu dönemde gerçekleşmiştir. Budapeşte Büyükelçiliği’ne atanması üzerine Urfa Milletvekilliğinden istifa
eden Hüsrev (Gerede) Bey’in yerine 1924 yılında yapılan ara seçimlerde Milli Eğitim Bakanlığı
İlköğretim Genel Müdürü Mehmet Refet (Ülgen) Bey, Urfa milletvekili olarak seçilmiştir.
11 Ocak 1925’te TBMM’ye katılan Mehmet Refet Bey; kendisinin de bir öğretmen olması,
uzun yıllar ülkenin birçok yerinde öğretmenlik ve idarecilik yapmış olması sebebiyle Milli Eğitim
Bakanlığı’nın sorunlarına hakim bir kişidir. Milletvekilliği döneminde özellikle eğitim camiasının
sorunlarını TBMM’ye taşımış ve bu sorunların çözümü için çaba sarf etmiştir. Öğretmenlerin
askerlik süresi, İlköğrenimin Türk okullarında yaptırılması, Maarif Teşkilatı Kanunu’nun değiştirilmesi, Türkiye’de Türkçe konuşulması, Lise ve ortaokullara parasız yatılı öğrenci alınması, Milli
Mücadele’deki fedakarlıklarından dolayı Urfa Vilayeti’nin manevi şahsına Kırmızı Şeritli İstiklal
Madalyası verilmesi Mehmet Refet Bey’in yapmış olduğu kanun tekliflerinden öne çıkanlardır.
In this study it has been aimed to reveal biography of Mehmet Refet (Ülgen) Bey who served as an Urfa deputy at TBMM (Grand National Assembly Of Turkey) between the II. and VI. legislative sessions and his contributions to parlimentary works at the II. legislative session. II. legislative session has a special place in the Turkish Revolution history. Founding and institutionalizing the intellectual base of the republic generally occured in this period. Mehmet Refet (Ülgen) Bey who was serving as General Director of Primary Education at Ministry of National Education was elected as Urfa deputy with by-elections in 1924 for the position of Hüsrev (Gerede) Bey who resigned from Urfa deputyship after being asigned as the ambassador of Budapest. Mehmet Refet Bey who participated in the TBMM on 11 January 1925 had a good grasp about the problems of Ministry of National Education due to being a teacher and working as a director and teacher for many years in many parts of the country. During his deputyship period, he especially carried the problems of the education community to the TBMM and made great efforts to solve these problems. Teachers’ military service duration, executing the primary education at Turkish schools, amendment of the law on the Education Service, speaking Turkish in Turkey, admiting free boarder students at high schools and secondary schools, giving Medal of Independence with Red Ribbon to spiritual personality of Urfa due to the devotion during the War of Independence were the prominent legislative propasals of Mehmet Refet Bey.
