Özet
Comprehensive research by FOCUH (Friends of Cultural Heritage) that was conducted under the above
mentioned title was summarized as an article consisting of 3 parts.
The Part (1) of the article titled ““Conservation Education” in the Higher Education System of Turkey in
Terms of International Legislations: General Evaluation & Proposals (1) was published in the national scientific magazine, “Restorasyon Konservasyon Çalışmaları” Issue 6, July-August-September 2010, pages 61-69.
This article gives information on “EU Cultural Heritage Legislation and Turkey” Project (2006-2007) carried out by FOCUH in cooperation with Dokuz Eylul University, Department of Fine Arts within the framework
of Civil Society Dialogue: Europe-Bridges of Knowledge Program, and its outputs. In addition, it briefly mentions the history of international legislation on conservation of cultural heritage. Beside, it explains European
Culture Legislation translated in Turkish within the framework of the project; agreements, regulations, guidelines and recommendations on conservation of cultural heritage issued by UNESCO, COE, ICOM, ICOMOS,
etc. and their “binding or non-binding nature” for contracting countries. This section also talks about the
legal liability of Republic of Turkey for these legislations and possible risk scenarios for the future.
The last part of the said Article proceeds to illustrate why our cultural heritage needs to be protected
according to legislation issued by EU, and in this respect offers proposals for changes needed in related
disciplines of the higher education (at Graduate and Post-Graduate Level). In this parallel, it firstly mentions
changes needed in education given at departments of archaeology, which is one of the main disciplines
directly related to conservation of cultural heritage.
In the part (2) of the same article, which will be published in this issue, will broadly remind readers of
the important points underlined in the part 1.
Then it will bring up proposals for changes needed in higher education programs at Graduate and PostGraduate level relating to disciplines that are directly related to conservation of cultural heritage. Among
these disciplines we cite architecture; architectural restoration; landscape architecture; civil engineering;
urban and regional planning; conservation and restoration of movable cultural assets; conservation and
restoration of works of art; preservation, restoration and archiving of Cinema-TV films and museum studies.
The (3)rd part of this research will discuss changes needed in higher education programs at Graduate
and Post-Graduate level relating to disciplines that are indirectly related to conservation of cultural heritage
such as economics, law (antiquities law and internet law), foreign trade, e-business, security, etc. and will
be published in the upcoming issues.
